Governor Jay Nixon declined to rule out an option that would fund a new Rams stadium without taxpayer or lawmaker's approval

Lawmakers including the chairman of the committee investigating the benefits of keeping the team in St. Louis have said previously that any bonds issued by the governor without lawmaker's approval should have an asterisk attached to them.
