Wrap: Legislative staff estimate an income tax cut bill would cut more than six hundred twenty million dollars in tax collections phased in over five years.

Clearing the way for swift passage to the Senate floor, the Republican-backed bill moved onto the Rules committee without any changes.

But like he did last year, Democratic Governor Jay Nixon said he would not support a bill with the large cuts it has.

Run Time:  00:12
Description: "620 million dollars is almost exactly how much it would take to fund the foundation formula and fund higher education at a level that will get us another tuition freeze for a year.. that's too much."
