Wrap: The State Auditor said they found Lieutenant Governor Peter Kinder created a website his office cannot legally operate.

The Missouri Waste Report would allow the public to report suspected misuse of state funds.

But Deputy Auditor Harry Otto says that's his job.

Actuality:  OTTO2.WAV
Run Time:  00:08
Description: "We would see some duplication of effort here, or duplication of dollars being spent, maybe unnecessarily."

Otto says they already have a website with an email and phone number people can use to disclose government spending concerns.

Kinder released a statement saying he was pleased with the overall good rating.

Wrap: The state auditor says they found Lieutenant Governor Peter Kinder using thousands from state funds for a website without legal authority.

The site would allow people to report suspected misuse of taxpayer dollars.

But Deputy Auditor Harry Otto says his office's website already does that.

Actuality:  OTTO5.WAV
Run Time:  00:13
Description: "The Lieutenant Governor received the $38,000 for a website that can be deemed duplicative, maybe even wasteful in itself."

Otto says Kinder lacks legal authority to protect the identities of people who report potentially illegal government spending.

Kinder's office was unavailable for comment.
