Wrap: Governor Jay Nixon announced his new budget for the next fiscal year moments before he delivered his State of the State address.

The most alarming part --- education.

Higher education was cut by more than 10 percent.

And that marks the third straight budget presented from Nixon to slash higher education.

But Nixon stressed in his address the 5 million dollar increase in funding for K through 12 education, but House Budget Committee Chair Ryan Silvey says he thinks it's all about reelection.

The general assembly now will make their adjustments to the budget and must pass the budget by May 11.

But House Minority Leader Mike Talboy doesn't agree with the Governor's cuts.
