Wrap: The Cole County Circuit Judge threw out the efforts by Kansas City to keep the measure off the November ballot.
In a lengthy ruling the judge rejected several claims made to keep the measure off of the ballot.
If Missouri voters pass the earnings tax measure, it would require voters in St. Louis and Kansas City to vote on earnings taxes every five years and ban other Missouri cities from implementing their own earnings tax.
Election authorities decided in August that the measure was qualified to be on the ballot.
