House Republicans agree with Governor Jay Nixon's budget proposal because it doesn't raise taxes. But that's where the agreement ends.
House Budget Chair Allen Icet of St. Louis County says Nixon is counting on an 800 million dollar bailout from the federal government to balance the books.
And Icet calls that is "bad budgeting."

In response, Democrats say it's a common practice to use federal money for ongoing programs.
