The House Speaker Pro Tem called an end to a debate without letting Democrats offer amendments.

The proposed constitutional amendment would prohibit judges from imposing any new or increased taxes.

Speaker Pro Tem Bryan Pratt said he saw neither Republicans nor Democrats seeking recognition for a debate.

Description: "I am a not a mind-reader. I can't just go and call on certain microphones and hope somebody stands up and talk...they can't just do that. The rules are rules...to seek recognition you stand at a microphone"

But the Democratic critics say Pratt intentionally shut off the debate.

The measure faces a roll-call vote on Thursday before it is sent to the Senate.

Not a single amendment was allowed by the House Republican leadership over a proposed constitutional amendment that would prohibit judges from imposing tax increases.

Speaker Pro Tem Bryan Pratt said as much as he appreciates debates, he did not see any recognition on the floor.

Description: "As a speaker I have an option just to call for a roll-call vote if I really have a serious concern about whether not the bill is going to pass. I think you will see on Thursday that the bill passes with strong bi-partisan support."

A roll call vote is needed to send the measure to the Senate.
