Missouri's Public Safety Director has said 77-percent of Missouri nine-one-one centers lack the capability to locate callers using cell phones.
Mike Kindle says he's seen this problem coming.
Kindle is the President of Missouri's National Emergency Number Association, and says the issue of nine-one-one funding has already gone before Missouri voters.
