Missouri's Public Safety Director has said 77-percent of Missouri nine-one-one centers lack the capability to locate callers using cell phones.

Mike Kindle says he's seen this problem coming.

Kindle is the President of Missouri's National Emergency Number Association, and says the issue of nine-one-one funding has already gone before Missouri voters.

Actuality:  KINDLE1.WAV
Run Time: 00:05
Description: It was brought to Missouri voters in 1999, and again a few years later and it failed miserably.

Kindle says difficulty educating the public on the issue caused those initiatives to fail.

From the state capitol, this is Benjamin DeMeyer.
