For nearly an hour democrats sat near stone-faced while Governor Matt Blunt gave his State of the State address.
The Governor spoke of an initiative to start a new health program, put more money into education, and offer tax incentives to employers who provide health care to employees.
However, democrats rallied after the speech to address their disappointment in the Governor's plan.
Senate democratic leader Maida Coleman spoke for the democrats first.
