Republican Representative Scott Rupp beat Democrat Representative Wayne Henke in the election for the St. Charles County seat.
The district came into contention after Senator Jon Dolan resigned in November.
Governor Blunt says he views the win as a referendum on his administration.
But Democratic Senator Pat Dougherty attributes his party's loss to being outspent by Republicans.
Rupp won with almost 54 percent of the votes.
