The governor's office says work's being done on building a new health care system, but it's not telling what that work involves. Social Services Department Spokeswoman Ana Compain-Romero says the governor had meeting to develop proposals for the the Medicaid reform program.

Democratic Senator Pat Dougherty says he hasn't been aware of the governor's meetings and doesn't know any legislators who have been.
Dougherty also says the governor should be more open in his approach to developing a proposal for medicaid reform.
