One St. Louis lawmaker is proposing legislation to make it harder to abuse eminent domain.

Representative Jim Lembke's proposed legislation would redefine blight. Currently the state can take property that is deemed blighted. Lembke says blight is frequenlty mis-used and his definition increases the criteria for blighting property.
Lembke also says cities should not be able to take private property for economic purposes.
