The House gave preliminary approval to a bill that would make a person liable if they help a minor get an abortion without parental consent.

Under the proposal, the minor, her parents or guardians could sue for emotional and punitive damages anyone who assists the minor in getting an abortion without parental consent.

Supporters of the bill say many young women are getting around Missouri law by traveling to Illinois where they can get an abortion without parental consent.

But opponents of the measure say that may be the only choice for some women.

Democratic Representative Barbara Fraser criticizes the bill for failing to make any exceptions.

But supporters of the measure say it's not a new state policy.

The bill sponsor, Republican Representative Jane Cunningham says it just re-enforces what's already in statute.

The bill also could have implications for any woman seeking an abortion.

It would require doctors performing abortions to have obstetrical or gynecological privileges at a hospital within 30 miles of where abortions are performed.

Right now, law requires doctors to have privileges at a hospital but it doesn't stipulate how close it has to be.
