Sen. Bill Foster not running for re-election

One of only three Republican senators who voted for a tax increase to help fund education is calling it quits. Zack Ottenstein reports.

The minority voice in the Missouri Republican Party is getting smaller.

Sen. Bill Foster has decided not to run for re-election.

Foster, a crucial moderate voice, along with two other Republican senators who supported tax increases, will be leaving after the November election.

But Foster says the current budget condition will persuade lawmakers to be more moderate in the future.

Kansas City area Sen. Charles Shields will be the only remaining senator who voted for the tax increases.

A crucial moderate voice in the Missouri Republican party has decided not to run for re-election.

Sen. Bill Foster will leave the Senate after the November election.

Two other moderate Republicans on taxes are term limited, leaving Kansas City area Sen. Charles Shields as the only remaining Republican senator who voted for tax increases to help fund education.

But Shields says he is not concerned with the strength of the moderate Republican voice.

Foster says the current budget condition will persuade lawmakers to be more moderate in the future.

And, paired with the term limits of two other moderate Republicans on taxes, the moderate voice in the Republican party is getting smaller.

But Foster says the current budget condition will persuade lawmakers to be more moderate in the future.

The departure of the senators also leaves Kansas City area Sen. Charles Shields in a lonely position.

He will be the only remaining Republican who voted for a half-cent sales tax increase last spring.

But Sen. Shields says he is not concerned with the strength of the moderate Republican voice.

Foster and the term limited senators will leave office after the next Senate election in November 2004.
