Governor Holden's executive order on collective bargaining plans to charge union service fees to both union and non-union workers.
The fee deduction would appear in each employees' paycheck.
Herb Johnson is Secretary and Treasurer for Missouri's AFL-CIO.
He says that all workers benefit from labor unions, and should have to provide for those benefits.
The legislature's Joint Committee on Administrative Rules plans to discuss whether or not to enforce the rule.
