Term limits and budget woes combined for high emotion on the floor of the Missouri Senate.
Senator Harry Wiggins of Kansas City is one of 12 senators who can't run for re-election because of term limits.
That means there's only one month left before the end of his last legislative session.
On the Senate floor, Wiggins expressed emotional concern over the 2003 state budget:
But Senator John Russell, the Republican chairman of the Appropriations committee, expressed more optimism.
He says the Senate may have to think creatively--but that three weeks of hard work will result in a fair budget.

On the Senate floor, Wiggins made a tearful speech calling on the Senate to act with compassion while working on the 2003 state budget.
