Democrats say the Republican plan to use gaming funds would rob the "Foundation Formula"--the plan that currently funds schools in Missouri.
But Republican Representative Catherine Hanaway says that's not the case:
Democrats say with the current budget problems, funding the foundation formula will be harder than Republicans admit. But G-O-P leaders say because their plan won't take effect until 2004, there's plenty of time to make it work.

Republicans want to use gambling revenue to fund what they call the "Classroom Trust Fund."
Right now, gaming revenue helps fund the Foundation Formula, the current school funding plan.
But Lieutenant Governor Joe Maxwell says the G-O-P's idea is unfair:
Republicans say they want to make sure the current Formula has enough money. But Democrats say the Republicans won't be able to fund both plans--making schools lose out on money.
