The resolution for an investigation was sponsored by Senator Harold Caskey. He said he wants an investigation of the Senate President Pro Tem's chief of staff.
Caskey says Kinder's Chief of Staff David Barklage held financial interests in a political consulting firm.
But Caskey says he is not convicting Barklage.
Barklage's consulting firm reported substantial financial gain while he worked for Kinder.
But by a straight party-line vote, the Senate referred the resolution to the Senate Rules Committee, controlled by Republcians.

Caskey said he doesn't know if any laws have been broken, but that he wants a hearing to find out.
But on a party-line vote, Republicans approved a substitute motion that moved Caskey's call for an investigation into the Senate Rules Committee.
