Julie Gibson, Chief of Staff for Govenor Holden, in a written letter refused to attend the first hearing of a special Senate Committee investigating the governor's order letting unions seek fees from non-union state workers.

The meeting was called to review the legality of Gov. Holden's executive order on collective barganing.
Gibson wrote that legislators have the right to review executive branch decisions, but do not the process used to develope those decisions
Republican committee members were upset with her absence.
St. Louis Counnty Senator John Loudon:
The Senate Committee will meet again next week to discuss more questions regarding Holden's executive powers.
The committee chairman also said he might go after a subpoena to force the chief of staff to testify.
