Gov. Bob Holden's office have procedures for opening mail, following Wednesday's announcement of anthrax in New York Governor George Pataki's office.
Mail from foreign addresses or without return addresses -- and mail or packages sent from Trenton, NJ -- will be scrutinized by the single mail opener before reaching the hands of the governor, according to Holden's spokesman, Jerry Nauctical.
Mail could pass through as many as four hands before reaching the governor, Nauctical said.
