St. Louis County Senator John Schneider wants legislative control over administrative agencies such as the health or public safety departments.
Schneider supports measures that allow the house and senate to vote on agency rules.
But, a recent state Supreme Court decision found similar legislation violated the separation of powers.
Schneider maintains it is not unconstitutional.
Schneider claims the General Assembly needs the ability to change abusive rules.
