The bill would have provided funding for a program to mandate citizens of St. Louis to have vehicle emissions testing every two years to improve air quality.
Opponents argued the bill would be inconvenient and ineffective.

Tate says an environmental group is likely to file a lawsuit asking that the Evironmental Protection Agency take control of air quality in St. Louis.
