State lawmakers throw themselves into a Constitutional crisis.

After hours of conference committees.. AND after breaking the Constitutional deadline of 6PM by nearly two hours, the Missouri legislature failed to pass the budget.
Lawmakers were stuck on the issue brought up every session of family planning funds.
The welfare budget was passed after the 6PM deadline and there is now question on whether the vote is valid.
House speaker Steve Gaw defended his decision to extend the deadline.
Gaw said that the safest move would be for the Govornor to call a special session.
