Especially for those who don't have the money to even get there.

Governor Carnahan says that Challenge scholarship legislation is the cornerstone to his educational efforts this year.
It would offer qualified Missouri students a tax credit to help defer the cost of a college education.
State Senator Ken Jacob says his Challenge Scholarship bill would make post-secondary education more affordable.
Jacob stressed that his bill gives money to students on a need basis.
Jacob's bill is targeted to cost between 70 and 80-million dollars once it becomes fully implemented in the year 2000.
